We have a HTC Touch that we use for Testing and Animated Today works fine with it.
 
The most likely reason is the Touch Today plugin takes up over half the screen, and with other plugins enabled too, you will probably find Animated Today has been pushed off the bottom of the screen.
 
To test if this is the case, go to Settings / Items / Today and disable the HTC Home plugin.

In order to use an animated theme you need anitoday software and flash palyer installed on your HTC. You also need to select anitoday in the today folder under then select thee items tab. These can be moved up when highlighted. I have an HTC Touch dual and all the animated themes that I have purchased work fine. Hope this helps you!
