Standard Today Themes are static pictures that appear in the background of your Today screen. They do not require any software installed in order to view them. Standard themes expect a resolution of 240x320, unless using FlashDash which will stretch the theme to any device.
To install a Today Theme, simply copy the .tsk file to your My Documents directory on your Pocket PC then select it in Start / Settings / Today or using the FlashDash Theme Manager.
